Mike J. McNeill Selected as NCUA Ombudsman

December 22, 2006, Alexandria, VA - National Credit Union Administration (NCUA) Chairman JoAnn Johnson has selected Mike J. McNeill as the agency's Ombudsman, effective January 1, 2007. Mr. McNeill will replace Carol Bullock.

McNeill, originally from New Paris, Ohio, began his career with NCUA in 1991 as a credit union examiner in Dayton, Ohio.  In 1999, he was promoted to the Systems Accountant position in the Office of the Chief Financial Officer, Alexandria, Virginia.  Two years later he was selected for the Budget Analyst position. In July 2003, McNeill was appointed Deputy Financial Officer/NCUA and Director of the Division of Financial Control. Prior to his career with NCUA, McNeill served in the U.S. Army with the 101st Airborne Division in Fort Campbell, Kentucky.

During his career with NCUA, McNeill has achieved several awards and distinct honors. Most recently, in 2005 he was recognized and received NCUA’s Supervisor of the Year Award for 2004. As a member of the Overhead Transfer Rate Team in 2003, he and the team were awarded Office/Field Team of the Year. In 2001, McNeill was selected for a detail assignment at the Office of Management and Budget to develop the President’s Budget of the United States Government for fiscal year 2003.

McNeill is a Certified Public Accountant in multiple states. He holds a Bachelor of Business Administration degree in Accounting and Finance from Austin Peay University, Clarksville, TN. 
NCUA's Ombudsman investigates complaints and recommends solutions. These complaints must relate to regulatory issues that cannot be resolved at the operational (regional) level.

The Ombudsman does not handle any matter:

  • subject to formal review as set forth in NCUA Regulations or IRPSs;
  • involving an enforcement action where a notice of charges has been filed;
  • in litigation;
  • involving a conservatorship or liquidation; or
  • within the Inspector General's jurisdiction.

The Ombudsman assists in resolving problems by helping the complainant to define options and by recommending actions to the parties involved, but the Ombudsman cannot at any time decide on matters in dispute or advocate position of the complainant, NCUA or other parties.

All information and materials obtained as a result of a complainant's interview and any confidential records gathered during an investigation will be used only for purposes of the investigation and will not be disclosed outside of the Ombudsman's Office.
The Ombudsman will make recommendations to appropriate agency officials for systemic changes to deal with recurring problems revealed through investigations.
The Ombudsman reports to the NCUA Board and is independent from operational programs.
