Region 3: Atlanta – Herbert Yolles, Director

Herb Yolles is Director of NCUA’s Region 3 Office in Atlanta, Georgia. As Regional Director, Mr. Yolles is responsible for oversight of the chartering program for federal credit unions and the examination and supervision programs for all federally insured credit unions in Alabama, Florida, Georgia, Indiana, Kentucky, Mississippi, North Carolina, Puerto Rico, Ohio, South Carolina, Tennessee and the Virgin Islands.
Until this appointment, Mr. Yolles was the Region 2 Associate Regional Director of Operations responsible for managing the Divisions of Insurance, Supervision, Special Actions, and Management Services.
Mr. Yolles joined NCUA as a staff accountant in 1978. He also served as a program analyst, Director of Financial Operations, Chief Financial Officer, Director of Risk Management and President of the Central Liquidity Facility (CLF), Deputy Director of the Office of Examination and Insurance, and Inspector General.
Prior to joining NCUA, Mr. Yolles served as an auditor for four years with the U.S. Army Audit Agency.
Mr. Yolles has an accounting degree from the University of Delaware, an MBA from George Mason University, and he is a CPA.
ARDO - Myra Toeppe
Myra Toeppe joined the NCUA in April 2011 as an Associate Regional Director, Operations after an almost 25 year banking regulatory career at the Office of Thrift Supervision (OTS) and its predecessor agency. Myra began her financial institution regulatory career in 1986 as an examiner with the FHLB-Atlanta and later became an examiner/commercial loan specialist for OTS. In 2005, Myra was promoted to Field Manager responsible for the examination of thrift institutions primarily located in Georgia and Alabama. In 2008, Myra was promoted to Assistant Regional Director, Operations responsible for the examination and supervision of thrift institutions in Tennessee, Kentucky, and the Carolinas.
Myra earned her B.S.B.A. and M.B.A. from the University of Central Florida. She also is a 2011 graduate of the ABA Stonier Graduate School of Banking.
ARDP - Dave Hibshman
David Hibshman is the Associate Regional Director of Programs in NCUA’s Atlanta office, responsible for the region’s field programs. Mr. Hibshman came to the Atlanta region in 2010 from NCUA’s Tempe region, where he worked since 2003.
Mr. Hibshman began his career with NCUA in 1986 as an examiner in South Bend, Indiana. He also served as a problem-case officer and supervision analyst in the former Chicago region before becoming a supervisory examiner in NCUA’s Albany Region in 1991, based in Orange County, New York. Mr. Hibshman went on to become the Albany region’s director of supervision in 1993, and the associate regional director of programs in 1995, before returning to the Chicago office in 1998 as the associate regional director of operations. He was the Tempe region’s first associate regional director of programs, with that office’s official opening in 2004. He later became the region’s associate regional director of operations.
Mr. Hibshman holds a bachelor of science in accounting and an MBA. He began his federal career as a United States Marine.
