Director, Region 4 – Austin—C. Keith Morton
Keith Morton is the Regional Director for the Region 4 office in Austin. As Regional Director, Mr. Morton is responsible for the oversight of the chartering program for federal credit unions and the examination and supervision programs for all federally insured credit unions in Arkansas, Illinois, Iowa, Kansas, Louisiana, Minnesota, Missouri, Nebraska, North Dakota, Oklahoma, South Dakota, Texas, and Wisconsin.
Mr. Morton's career began in December 1986 as a field examiner in Washington, D.C. He also was a Problem Case Officer prior to moving into management in 1994. He spent nearly eight years in management roles in Region 2 (Alexandria, Virginia) as a supervisory examiner, director of Special Actions, and director of Supervision prior to joining Region 4 as Associate Regional Director in 2002.
A native of Silver Spring, Maryland, Mr. Morton holds an accounting degree from Frostburg State College, Frostburg, Maryland.
Tracy Bombarger is the Associate Regional Director for Operations (ARDO) for the Region IV office in Austin, Texas. As ARDO, Tracy is responsible for activities in the region's Divisions of Management Services, Special Actions, and Supervision.
Tracy began her career with NCUA as an examiner in Amarillo, Texas in January of 1992. She served as a Supervision Analyst with the region and a Program Officer in the Office of Examination and Insurance prior to moving into management in 2003. She spent four years as the Director of Supervision and most recently held the role of Director of Special Actions before obtaining the ARDO position.
Tracy received her BBA in accounting from West Texas A&M University (formerly West Texas State University) in Canyon, Texas.
ARDP—Milagro "Millie" Avalos
Milagro “Millie” Avalos is the Associate Regional Director for Programs (ARDP) for the Region 4 office in Austin, Texas. As ARDP, Ms. Avalos is responsible for managing the examination and supervision programs for the region.
Ms. Avalos joined NCUA in 1999 after 13 years in the credit union industry and in the auditing profession. Prior to her selection as Associate Regional Director, she served as a Division of Supervision analyst and a Supervisory Examiner in Region II and as a field examiner in Region II and the former Region VI.
Ms. Avalos holds a master’s degree in business and leadership from Liberty University and a bachelor’s degree in accounting from Strayer University.
