Director, Region 3—Myra Toeppe
As Regional Director, Ms. Toeppe is responsible for oversight of the chartering program for federal credit unions and the examination and supervision programs for all federally insured credit unions in Alabama, Arkansas, Florida, Georgia, Indiana, Kentucky, Louisiana, Mississippi, North Carolina, Puerto Rico, South Carolina, Tennessee and the Virgin Islands.
Ms. Toeppe joined NCUA in April 2011 as an Associate Regional Director, Operations after an almost 25 year banking regulatory career at the Office of Thrift Supervision (OTS) and its predecessor agency. Ms. Toeppe began her financial institution regulatory career in 1986 as an examiner with the FHLB–Atlanta and later became an examiner/commercial loan specialist for OTS.
In 2005, Ms. Toeppe was promoted to Field Manager responsible for the examination of thrift institutions primarily located in Georgia and Alabama. In 2008, Ms. Toeppe was promoted to Assistant Regional Director for Operations responsible for the examination and supervision of thrift institutions in Tennessee, Kentucky, and the Carolinas.
Ms. Toeppe earned her B.S.B.A. and M.B.A. from the University of Central Florida. She also is a 2011 graduate of the ABA Stonier Graduate School of Banking.
Joseph Ostrowidzki serves as Associate Regional Director for Operations in the agency’s Region III office. Previously, Mr. Ostrowidzki, served as a Region III Supervisory Examiner.
Mr. Ostrowidzki has more than 26 years’ experience in regulating credit unions, joining NCUA as an Examiner in 1987. Prior to becoming a Supervisory Examiner in 2010, Mr. Ostrowidzki served as Director of Insurance in Region III. He also has held positions as a Supervision Analyst, Insurance Analyst and Training Specialist.
Mr. Ostrowidzki holds a bachelor’s degree in Business Administration from the University of Texas. He is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society program.
David Hibshman is the Associate Regional Director of Programs in NCUA's Atlanta office, responsible for the region’s field programs. Mr. Hibshman came to the Atlanta region in 2010 from NCUA's Tempe region, where he worked since 2003.
Mr. Hibshman began his career with NCUA in 1986 as an examiner in South Bend, Indiana. He also served as a problem-case officer and supervision analyst in the former Chicago region before becoming a supervisory examiner in NCUA's Albany Region in 1991, based in Orange County, New York. Mr. Hibshman went on to become the Albany region's director of supervision in 1993, and the associate regional director of programs in 1995, before returning to the Chicago office in 1998 as the associate regional director of operations. He was the Tempe region’s first associate regional director of programs, with that office's official opening in 2004. He later became the region’s associate regional director of operations.
Mr. Hibshman holds a bachelor of science in accounting and an MBA. He began his federal career as a United States Marine.
