The Office of Human Resources provides a full range of human resources functions to all NCUA employees. The office administers recruitment and merit promotion, position classification, compensation, employee records, training, employee benefits, performance appraisal, incentive awards, adverse actions and grievance programs. 

Director, Office of Human Resources – Lorraine Phillips

Lorraine Phillips joined the National Credit Union Administration (NCUA) as Director, Office of Human Resources (OHR) effective May 17, 2010. As OHR Director, Ms. Phillips oversees the office, providing a full range of human resource functions to all NCUA employees. The office administers recruitment and merit promotion, position classification, compensation, employee records, training, employee benefits, performance appraisal, incentive awards, adverse actions and grievance programs. 

Ms. Phillips joined NCUA after serving as Executive Director for HR Operations, Programs and Policy at U.S. Customs and Border Protection (CBP). Prior to joining CBP in 2008, Ms. Phillips was Director of Human Resources for Headquarters, Department of the Army. 

Lorraine Phillips holds a master’s degree in Business Administration from Golden Gate University and a master’s degree in Strategic Studies from the Army War College. She is married and has one son.
